1.    Review of IO Approved Interim Recommendations

Discussions focused on suggestions for 2^nd Year Interim Recommendations based on 1^st year process, G/FLRPC pre-proposal to EPA for local groundwater and source water protection, and the use of averages versus totaling for the interim recommendation ranking scores. 2^nd year process suggestions included the following:

• More time for the process
• IO education on criteria and ranking
• Include criteria with request for interim recommendations
• Consideration of type of projects that go to Intermunicipal Organization
• Use of a vision statement that modifies scope and types of projects reviewed
• Definition of water quality of the watershed
• Projects should be water quality oriented
• Integrate with criteria
• Provide framework

David Zorn explained the local groundwater and source water pre-proposal as a method to integrate source water protection with watershed management. It was recommended that if the pre-proposal is accepted that the final proposal be reviewed by the Technical Committee before going to the IO. It was agreed that averaging the 1^st year ranking would be a good method.

2.   Preliminary Watershed Characterization: Structure and Substance

The discussion centered on the structure and substance of the Watershed Characterization using the Draft Outline for Preliminary Watershed Characterization (revised and enclosed) and the following associated handouts:

Initial Mapping Needs (enclosed)

Draft Outline for Discussion, Chapter 6: Limnology

Sources of Potential Contaminants

Technical Data, Information and Documentation List (enclosed)

The following timeline was discussed:

August 16, 1999 – EcoLogic portion of report due to G/FLRPC

September 10, 1999 – Completed draft and Executive Summary due to Education/Public Participation Subcommittee

September 17, 1999 – Education/Public Participation Committee distribution of information to watershed for public participation meetings

October 12-23, 1999 – Three public participation meetings will be held around the watershed

November 6, 1999 – Public comment deadline for Draft Watershed Characterization

November 10, 1999 – Finalize Watershed Characterization with input from public participation meetings

The following other issues were discussed in relation to Watershed Characterization:

• Have a bibliography by chapter
• Distribution by hardcopy, CD-ROM, and the Watershed Management Planning Internet web site
• Hardcopies to libraries and all municipalities in watershed
• Include a glossary and list of acronyms
• Consideration of user friendly numbering system for chapters and sections
• Summarize flooding, water level management, and flooding issues in limnology chapter
• Include exprapaded species, riparian zones, wetlands, atmospheric deposition and exotics in limnology chapter
• Include physical history, air quality in General Description of the Watershed Chapter
• Include Cayuga Land Claim in Programmatic Environment Chapter
