1. Review of IO Approved Interim Recommendations
Discussions focused on suggestions for 2nd Year Interim Recommendations based on 1st year process, G/FLRPC pre-proposal to EPA for local groundwater and source water protection, and the use of averages versus totaling for the interim recommendation ranking scores. 2nd year process suggestions included the following:
David Zorn explained the local groundwater and source water pre-proposal as a method to integrate source water protection with watershed management. It was recommended that if the pre-proposal is accepted that the final proposal be reviewed by the Technical Committee before going to the IO. It was agreed that averaging the 1st year ranking would be a good method.
2. Preliminary Watershed Characterization: Structure and Substance
The discussion centered on the structure and substance of the Watershed Characterization using the Draft Outline for Preliminary Watershed Characterization (revised and enclosed) and the following associated handouts:
Initial Mapping Needs (enclosed)
Draft Outline for Discussion, Chapter 6: Limnology
Sources of Potential Contaminants
Technical Data, Information and Documentation List (enclosed)
The following timeline was discussed:
August 16, 1999 EcoLogic portion of report due to G/FLRPC
September 10, 1999 Completed draft and Executive Summary due to Education/Public Participation Subcommittee
September 17, 1999 Education/Public Participation Committee distribution of information to watershed for public participation meetings
October 12-23, 1999 Three public participation meetings will be held around the watershed
November 6, 1999 Public comment deadline for Draft Watershed Characterization
November 10, 1999 Finalize Watershed Characterization with input from public participation meetings
